REVIEW DRAFT • Version 1.0 • October 13, 2026

A bounded proposal with explicit approval gates

The current public materials support review of a proposed secular, purchase-free school pathway. They do not establish a partnership, contract, district authorization, verified funding, accreditation, or educational effectiveness.

Questions for a board decision

What instructional problem is addressed? Which lessons and students are in scope? Who is the legal operator? What does the district pay and what happens if sponsorship ends? Which data are collected, by whom, and for how long? Are equal alternatives available? Who can stop the program, and how are records exported and deleted?

Suggested decision structure for counsel to adapt

Authorize staff to conduct due diligence and a synthetic demonstration only, without real student enrollment, spending beyond an approved limit, or public claims of adoption. Any pilot authorization should identify the exact version, named authority, cohort, duration, budget, conditions, privacy agreement, accessibility arrangements, and withdrawal/termination rights. This text is an unsigned discussion template, not a resolution or legal advice.

Evidence and conflicts

Disclose ownership, sponsorship, vendors, related-party transactions, optional commercial activities, and research interests. Commercial revenue and student learning outcomes must be reported separately. No school participation should depend on family purchases, donations, token ownership, or permission to use a child's work in marketing or research.

Require incident reporting, an evaluation plan, and a separate approval for expansion. See administration responsibilities.

Operator and contributor accountability

ENOCH WORLD is reviewing which legal entity would operate each service and receive each type of contribution. A proposed Delaware structure remains a decision under review. Agreements must identify the actual parties, authorized signers, responsibilities, contribution or fee, intellectual-property rights, data responsibilities, reporting and exit terms.

Commercial fees, sponsorship, in-kind contributions and charitable gifts require distinct treatment. No new formation, executed agreement, charitable status, accreditation or educational authorization is established by this update. Evidence and appropriate professional review are required before those claims are made.

Require evidence of the actual service before renewing or expanding it. No family purchase or donation should be a condition of the proposed school pathway or free consultation.
