A proposed workforce-training model for corporate teams and local, state and federal organizations. Start with a defined task, build supervised practice and document demonstrated learning.
Agree a needs analysis, learning objectives, delivery schedule, qualified instructors and practical assessment. A contract defines price, access, accommodations, data handling and who approves the completion record.
Scope staff upskilling, community workforce pilots or a curriculum-services procurement. Follow the agency’s vendor, purchasing and funding requirements. An inquiry does not establish a public contract.
Identify an actual buyer and solicitation, then match the work to an eligible prime, subcontract or assistance role. Prepare entity registration, capability evidence and required representations before bidding.
Explore curriculum development, related instruction, supervised assessment or a documented progression agreement with an eligible institution or registered apprenticeship sponsor. Recognition is defined in an executed agreement.
These are proposed engagement models. No employer, college, government contract or apprenticeship sponsorship is announced as accepted.
Practice receiving, inventory reconciliation, exception reporting and handoff quality using authored fictional cases.
Check sources, improve drafts, protect organizational data and explain when human judgment is required.
Build introductory work-order, hazard-recognition and maintenance-record skills. Regulated practical work requires the appropriate instructor, facilities and occupational permissions.
Each cohort brief records audience, prerequisites, verified learning hours, delivery mode, practical tasks, pass criteria, assessor qualifications, learner support, appeals and employer acceptance. Price and dates follow an agreed scope.
The proposed issuer is the authorized SydTek operating entity. The certificate template reserves a manual signature line for Dr. Justin Lee Goldston, PhD, as authorized issuer representative once authority is confirmed, and a separate assessor approval record. No signature or learner award has been created.
| Record | Meaning | Evidence needed |
|---|---|---|
| Participation record | Attendance or participation only. | Verified attendance and actual activity; no independent-competence claim. |
| Noncredit certificate of completion | The learner met the published course requirements. | Course/version, learner record, required work, pass rules, review and issue date. |
| Assessed microcredential | Specified competencies were demonstrated under a defined assessment. | Outcome-level rubric, independent work, assistance record, qualified assessor and approval. |
| External certification or license | An external body’s qualification. | That body’s authorization, assessment and issuance requirements. A SydTek signature cannot replace them. |
Include learner name, exact course title and version, competencies, verified hours, unique credential ID, issue date, legal issuer, authorized signature and verification-record reference. Keep private assessment evidence access-controlled. Publish correction, appeal, revocation, reissue and record-retention procedures.
Template label: NONCREDIT · DRAFT MASTER · NOT ISSUED. No academic credit, occupational license, IACET CEU, government approval or accredited status is attached to the template. Public verification and learner issuance remain unimplemented.
Operating authorization, provider accreditation, funding eligibility and professional certification are different decisions. The first local planning reference is the existing Ocean City, Maryland pilot; the actual legal entity, operating locations and learner jurisdictions still need confirmation.
For the Maryland plan, complete MHEC’s Training Provider Questionnaire and obtain the appropriate determination before offering public career training. Employer-only or other exceptions require the applicable determination; an outside training provider should not assume that a client’s employee-only exemption automatically covers it.

Current record: operating authority or exemption not verified. Confirm other delivery jurisdictions separately.
A training agreement can define curriculum, delivery, assessment, intellectual-property rights, fees, reporting and the exact certificate wording. A registered apprenticeship needs a responsible sponsor and the registration authority’s process. College credit or transfer requires the receiving institution’s explicit approval.
Registered Apprenticeship program development
Current record: no signed partnership, articulation agreement or registered sponsorship verified.
For continuing education and training, research IACET Accredited Provider requirements and evidence of learning processes. This route concerns continuing education and authorized IACET CEUs; it does not create university degree authority.
For an institutional career-school route, ACCSC’s published eligibility includes state authorization, a program of at least 300 clock hours, two consecutive years of operation, graduates from the longest program and required financial evidence. Eligibility and institutional fit must be confirmed before applying. The current short-module prototype does not establish that readiness.

Maryland ETPL listing has a provider/program process that follows the appropriate MHEC response; participant funding is separate. Employer reimbursements, apprenticeship incentives, federal grants and government procurement each have their own eligibility and cost rules.

For a first conversation, provide the organization, role or skill gap, location, approximate cohort size, preferred delivery format and target timing. Keep learner records and confidential business data out of the initial inquiry.
